Seamus Noonan

Mr Justice Seamus Noonan studied law at Trinity College Dublin and the King’s Inns.  He was called to the Bar in 1977 and practiced as a junior counsel for 30 years on the Dublin and Eastern Circuits until he took silk in 2007.

He had a broadly based practice in many areas of civil law including tort, property, commercial and administrative law. Latterly he developed a special interest in clinical negligence appearing in many high profile cases and disciplinary inquiries. He is a CEDR accredited mediator.

He was appointed to the High Court in 2014 and for four years was the List Judge with responsibility for the management of non-jury and judicial review cases, one of the court’s largest lists.  He was appointed to the Court of Appeal in 2019.

He is a member of the Personal Injuries Guidelines Committee which drafted new guidelines for the assessment of damages for personal injuries in Ireland.

These guidelines were approved by the Judicial Council of Ireland on 6th March, 2021.
